In a nutshell…there are three things I do well:

  1. Provide leadership and creativity in chaotic environments.
  2. Design and develop cost-effective solutions for challenging problems.
  3. Inspire confidence in customers that their needs will be satisfied.

As an example, over the past 3 years:

  • Sold a “change of direction solution” to a Fortune 10 customer to move a project forward.
  • Led and provided hands-on development of a product-based solution in a demanding environment with limited resources under a very short schedule.
  • Dealt with rapidly evolving requirements in real time and built a solution that was delivered on-time, under budget, and with zero defects.

Experience

Software Architect/Developer/Manager (title: Vice President R&D) – January 2005 to Present, Template Software, Inc., Arlington, VA

  • Currently developing and enhancing a data-driven analysis tool set using the Microsoft .Net platform.  Solution brings together an improved metadata model coupled with a rule-based expert system under an SOA environment.
  • Designed and implemented an enterprise application for a Fortune 10 client to integrate, view, and analyze data to manage program deployment for vehicle programs over a multi-year period down to the part level.  Designed and wrote the baseline application in ASP, and directed the implementation of a parallel version in JSP.  The project was initially delivered in three months with significant enhancements delivered at six and twelve months.  Designed the database in Oracle to enable rapid integration of data from any data source; application has been deployed worldwide across hundreds of users and manages hundreds of programs and a half million parts.
  • Leads business development efforts to identify new customer markets; designs and prepares briefing materials, white papers, and technical demonstrations for customers.  Have met with numerous customers to understand business requirements and potential application of the product.
  • Supervised developers and support staff and provided management oversight for remote staff.
  • Developed web portal and standalone applications (using ASP, JavaScript, and XML) for the Missile Defense Agency for situation tracking and event management.  Provided technical leadership to other developers for advanced web application projects.
  • Designed and developed .Net-based application that included a backward and forward chaining expert system engine integrated with a multi-layer, back-propagation neural network utilizing an XML-based knowledge representation scheme.   

Independent Consultant - March 1997 to January 2005 - Software Development, Multimedia and Internet Development, Instructional Design and Delivery

  • Designed and implemented numerous .Net and web applications for a variety of customers as an independent consultant. 
  • Developed .Net applications to support COTS text analytics software; worked extensively with users to document and implement advanced requirements for deployment of text analysis software environment.
  • Analyzed requirements for enterprise document imaging system administration control to improve system efficiency and document throughput; prepared various specifications and provided project management for design and implementation phases of development.
  • Developed various database models and implementation designs for transaction, process control, and education activities.
  • Developed desktop and web-based automated authoring tools using ASP and first generation .Net tools to support web server applications; tools included automatic generation of database interfaces for web applications.
  • Developed a web-based educational support system application using Visual Basic that included features for tracking student performance and actions. 
  • Developed a reusable e-commerce application which was been applied to a number of client projects and used in the classroom as a training tool for advanced e-commerce students.
  • Provided technical advice and guidance for Internet and e-commerce business initiatives including web usability analysis, marketing analysis, and guidance to improve site performance.
  • Developed a cost-effective web-based delivery solution for presentation including display and searching of large text documents.
  • Developed instructional support software for CD-ROM delivery of instructional materials.
  • Developed and delivered training seminars on basic and advanced Web Page/Site development, multimedia technology, web Server implementation, and web database design and implementation.
  • Developed a number of corporate web sites to support brick & mortar sales, student registration, and other activities.

 

The Johns Hopkins University, Carey School of Business, December 1994-Present ~ Part-time/Adjunct Faculty

  • Currently teaching software development, Internet, and web technology courses at the Carey Business School, The Johns Hopkins University.
  • Courses taught include web technologies and application development, programming concepts and advanced applications in a variety of languages including c/C++, Visual Basic, C#, ASP, and JSP on a variety of platforms.
  • Developed a hybrid classroom/online web-based educational model for undergraduate courses; it was applied to over 25 classes and provided course management and instructional delivery.  Developed and taught online courseware for Continuing Education program.

Experience Prior to 1997

  • Thomson Technology Services Group - January 1995-March 1997

·         Developed first-generation Internet-based distance learning tools simulating interactive "school" environment for registration, classroom, delivery, and communication with the instructor and fellow students.

·         Conceived and developed Multimedia Brainstorming Tool for rapid graphical construction, automated application generation, and size/cost estimation of multimedia applications.

·         Developed authoring system concept and software suite. Delmar Publishing adopted the system for authoring and editing reference books.

  • GTE Government Systems - 1991 to 1994

·         Managed information, multimedia, and database research and development efforts for a staff of 15. Projects included CIA client efforts and internal research and development.

·         Designed and developed multimedia authoring technology (using Visual Basic) for use by educators to develop and deliver classroom instruction; conducted research and technology project for educational technology project in an elementary school environment.

·         Designed and developed prototype Veterans Administration computer-based information kiosk.

·         Designed and developed the first prototype multimedia information delivery system for distributing Intelligence Reports from the CIA to the White House and State Department.

  • Quality Systems Incorporated, Software Engineer (1989 to 1991) Provided research and development support of artificial intelligence and advanced information systems technology for the CIA Office of Scientific and Weapons Research. Developed expert system and neural network system for assessing technology development by Third World countries.
  • Contel Federal Systems, Software Engineer (1987-1989) Designed and developed expert system applications for intelligence analysis. Designed and developed mainframe-based computing services help desk support system for CIA Office of Information Technology.
  • Vitro Corporation, Software Engineer (1983-1987) Developed expert system technology for Cruise Missile weapons control system fault diagnosis and repair. Developed technical documentation for maintaining the Ground Launched Cruise Missile System.
  • USAF (1974-1983) Lead engineering technician for the Ground Launched Cruise Missile weapons control system development and test program. Maintained air-to-air/ground missiles/bombs guidance and control systems and electronic test equipment; conducted training for missile maintenance personnel.
